Sankalpam is desire to do/achieve some thing. It is nothing but Will/Wish.

Shiva has a name "Mahakameswara". Supreme power is named as Shiva in one contest.

Somany names are there to the same, according to individuals or groups nterpretations/religions etc....

When one's Will is inline with Supreme Will, his Will Power is equal to Supreme Will Power.

Supreme's Will - Sarve Janaa Sukhino Bhavantu (In Concept it is Every Body's Anandam/Happy).

In Simple - Will Power is proportional to the Sankalpam... whether the desire "Sukhino Bhavantu" is for Swa (Self) or Swalpa Jana (Few) or Sarve Janaa (entire).
